Legislative Mandate

Schedules 4 and 5 provides the constitutional mandate of KZNERA, which consolidates the functional areas that affect the legacy KZNGBB and legacy KZNLA. The legislative mandate of KwaZulu Economic Regulator is summarised as:


To provide for the regulation and economic development of the liquor and gambling industries in the province of KwaZulu-Natal.

** The legal mandate was later translated to:

** Ensure strict compliance and enforcement of applicable Industry legislations.

** Promote a socially responsible industry that protect the interest of the public

** Grow revenue for Provincial Government and Tourism development,

** Transform the economies of Gambling and Liquor Industries, and

** Develop rural horseracing and micro manufacturing (Traditional Beer)

To provide for the regulation of retail sale and micro-manufacturing of alcohol To provide for the regulation of gaming, horse racing and betting in the Province of KwaZulu-Natal
To provide for mechanisms aimed at reducing the socio-economic and other effects of alcohol abuse. To provide for restrictions on gaming and betting
To provide for public participation in the consideration of applications for registrations, and To provide for the establishment of a provincial Gaming and Betting Board
To promote the development of a responsible and sustainable retail and micro-manufacturing liquor industry in the manner that facilitates: To provide for the licensing of persons conducting casinos and bingo games
-> The entry of new participants into the industry To provide for the licensing of gaming machine operators, racecourse operators, totalisators and bookmakers
-> Diversity of ownership in the industry, and To provide for the registration of certain persons
-> An ethos of social responsibility in the industry To provide for the imposition of fees, taxes, levies and penalties on the various gambling activities
To provide for the appointment and authorisation of inspectors and their powers and duties
To provide for the establishment of a Horse Racing and Betting Transformation Fund, and
To provide for matters connected therewith
